Scott Moultrie

In September 2024 Scott retired as a substantive Level 3 Tactical Commander after completing 30 years within the Fire & Rescue Service. He began his career in Warwickshire Fire and Rescue Service and also was seconded for a short time to Gloucestershire FRS to support a development and change project. Scott’s last role up until his retirement was as a long term temporary Area Manager where he was an integral part of the WFRS Fire Leadership Team. Scott considers himself incredibly lucky as this opportunity allowed him to cover Level 4 Strategic command, as well as maintaining both Level 3 and on occasion Level 2 Tactical Command competencies up until he retired. As a monitoring Officer on the Flexible Duty System Scott regularly carried out operational assessments at Levels 1, 2 and 3.

Scott has worked in multiple roles for WFRS with a significant part in the Training department as a Watch, Station and Group Manager. Within his portfolio he has been the lead for Incident Command, BA, Fire Behaviour, Aircraft, and Staff Training and Development.

As a lead for Incident Command he has provided training, assessment and/or development from Level 1/Initial up to and Including Level 4 Strategic Incident Command. The latter included arranging, designing and facilitating Multi Agency training events for blue light partners and the wider Local Resilience Forum (LRF).

His personal development includes SFJ Level 2 Intermediate, Level 3 Advanced and Level 4 Strategic Incident Command, IFE Level 4 Operations and Incident Command, RCOP Multi Agency Gold Incident Command (MAGIC), Joint Emergency Services Interoperability Principles (JESIP), IOSH for Executives, and NEBOSH.

In addition to Incident Command Levels 1-4, Scott’s experience also includes Swift Water Rescue, Water Incident Manager, Hazardous Materials and Environmental Protection Officer, Radiation Protection Adviser and Specialist Accident Investigator.

Scott was keen to join the KLA team as he is incredibly passionate about training and development and the benefits it can deliver for the Fire Sector, its staff and the communities they serve and support.
